The Kurdistan Workers' Party or PKK (Kurmanji KurdishPartîya Karkerên Kurdistanê[a]) is a Kurdish militant political organization and armed guerrilla movement, which has historically operated throughout Greater Kurdistan, but is now primarily based in the mountainous Kurdish-majority regions of southeastern Turkey and northern Iraq. US ending waiver for oil production in YPG/PKK-controlled Syria: Report

May 28 - The Biden administration has chosen to end a Trump-era waiver allowing for an American company to operate in Syria's YPG/PKK-controlled oil sector, according to a report published on May 27.


Rather than renewing the license for Delta Crescent Energy to operate in the country's northeast, U.S. President Joe Biden has chosen to let it lapse in a departure from ex-President Donald Trump's policy to "keep the oil" in Syria's petroleum-rich region, The Associated Press reported.

The pledge to use "the U.S. military to facilitate Syrian oil production was deemed inappropriate" by the Biden administration, according to the AP, which based its reporting on information from an anonymous official.

Jack Dorrier, one of the oil firm's three co-founders, told the AP that Delta Crescent Energy had roughly $2 billion in contracts to sell oil from northeast Syria to international buyers that he said would benefit U.S. allies in the fight to defeat Daesh/ISIS.

He said presidential orders issued under former President Barack Obama prompted companies to apply for waivers to operate in several Syrian sectors, including oil and gas.

"If the Biden Administration chooses not to renew the OFAC license, it will be a substantial change in policy that does not support Coalition Allies who fought and died to eliminate ISIS,” Dorrier said in a statement, using an acronym to refer to the Treasury Department’s Office of Foreign Assets Control, which manages the license.

“Depriving our Allies of the opportunity for sanctions relief on critical infrastructure as laid out by the Obama administration would, in effect, turn the North and East of Syria over to Russian, Regime and Iranian forces,” he added.

The region is controlled by the YPG, the Syrian affiliate of the PKK, a designated terror group in the U.S., EU and Turkey.

The AP separately reported that the company said it has not been notified by the Treasury Department that the waiver has not been renewed.

It is unclear if it has been formally told of the decision, and an anonymous former official familiar with the matter told the AP that the Biden administration informed Delta Crescent Energy that it did not intend to renew the waiver.     source from

Biden ending Trump OK for US oil company in Syria, says official

May 28 - The Biden administration has decided it will not renew a waiver that allowed a politically connected U.S. oil company to operate in northeast Syria under President Donald Trump’s pledge to “keep the oil” produced in the region, according to a U.S. official familiar with the decision.


Treasury Department rules prohibit most U.S. companies from doing business in Syria. The waiver for Delta Crescent Energy was issued in April 2020, months after Trump announced that he wanted to keep some U.S. troops in the oil-rich region to maintain control of the oil profits.

​Trump’s “keep the oil” message was no longer U.S. foreign policy under the Biden administration, and using the U.S. military to facilitate Syrian oil production was deemed inappropriate, according to the official, who was not authorized to publicly discuss the decision and spoke on condition of anonymity.

The company was founded in 2019 by James Cain, U.S. ambassador to Denmark under President George W. Bush; James Reese, a retired Army Delta Force officer; and John Dorrier Jr., a former executive with United Kingdom-based Gulfsands Petroleum. Cain, a onetime executive with the NHL’s Carolina Hurricanes, has donated more than $30,000 to the Republican Party and GOP candidates over the years.

Northeastern Syria is the center for what remains of Syria’s oil industry. It is in shambles but remains one of the main sources of revenues for the Kurdish-led autonomous administration there.

Trump repeatedly spoke of keeping some U.S. troops in Syria to help “keep the oil” and “secure the oil,” but his aides sought to dispel the idea the United States was trying to profit from the region’s oil reserves. After DCE’s license, from the Office of Foreign Assets Control, to operate became public last August, the State Department issued a statement in which it underscored that the “United States government does not own, control, or manage the oil resources in Syria.”

Trump’s comments about Syria’s oil frustrated critics, and some allies, who said the loose talk fed into the narrative that American policy in the Middle East was driven by U.S. energy concerns and they argued it undercut U.S. diplomatic efforts to press for peace and stability in the region...     more
Damascus condemns "void agreement" between US company, SDF militants for stealing Syria oil

Syria has strongly condemned an agreement signed between the Kurdish-led Syrian Democratic Forces (SDF) militant group and an American oil company aimed at stealing the country's oil, stressing that Damascus considers the contract null and void with no legal effect. On Sunday, Syrian Ministry of Foreign Affairs and Expatriates made the comments in a statement, carried by Syria's official news agency SANA, saying such a theft is carried out under the sponsorship and support of Washington. “Syria considers this agreement null and void, and has no legal effect while warning again that such despicable acts express the approach of those client militias, which have accepted to be a cheap puppet in the hands of the US occupation,” the statement said. On Thursday, US Secretary of State Mike Pompeo confirmed for the first time that a US oil company would begin work in SDF-controlled northeastern Syria, during his testimony to the Senate Foreign Relations Committee. “I talked to General Mazloum [Abdi] yesterday, with the SDF. Apparently they've signed a deal with an American oil company to modernize the oil fields in northeastern Syria. Are you supportive of that?” Senator Lindsay Graham asked Pompeo during the testimony, referring to the commander-in-chief of the US-backed SDF militant group. “We are,” Pompeo responded. “The deal took a little longer, Senator, than we had hoped, and now we’re in implementation.” It is, however, not clear which American company is involved in the illegal project and whether any other companies were given an exemption to US oil sanctions on the Arab country. US forces will keep control of Syrian oilfields: Pentagon The Pentagon says American forces will keep control of the oilfields in northeastern Syria to fund the Kurdish militia. Al-Monitor, citing unnamed sources, named the company in a report on Thursday as Delta Crescent Energy LLC, a corporation organized under the laws of the state of Delaware, without giving further details. Elsewhere in the statement on Sunday, the Syrian Foreign Ministry denounced the illegal agreement as an integrated and aggravated theft, describing it as a deal between thieves who are stealing and thieves who are buying. The ministry lambasted the agreement as an assault against Syria’s sovereignty and a continuation of the US hostile approach toward Syria. The ministry further slammed Washington for hindering the Syrian government’s efforts for rebuilding what has been destroyed by the foreign-led terrorism, which is “mostly backed by the US administration itself.” A US-led military coalition has been bombarding what it claimed as Daesh positions inside Syria since September 2014 without any authorization from the Damascus government or a UN mandate. The strikes have on many occasions resulted in civilian casualties and failed to fulfill their declared aim of countering terrorism. The Syrian government has repeatedly condemned the airstrikes, stressing that they have not been authorized by the Syrian government or the UN Security Council. The US has long been providing the SDF with arms and militant training, calling them a key partner in the purported fight against the Daesh terrorist group. Many observers, however, see the support in the context of Washington's plans to carve out a foothold in the Arab country.
