How Belarus 'hijacking' has redrawn Europe's air map

May 31- CNN) -- In the week since Ryanair flight FR4978 from Athens to Vilnius was forcibly diverted to Minsk, travel in Europe already looks very different.

Three days after the incident -- in which Belarusian fighter jets escorted the airplane to land in the capital citing security concerns, before arresting opposition activist Roman Protasevich and his Russian companion Sofia Sapega -- European airlines were formally stopped from flying over Belarusian airspace.

The directive, issued Wednesday by the European Union Aviation Safety Agency (EASA) under the form of a Safety Information Bulletin (SIB), called on all airlines "with their principle place of business in one of the EASA member states" to avoid Belarusian airspace. They advised that all other airlines should do the same, wherever they are based.


The directive came a day after European Commission President Ursula von der Leyen announced that the bloc was "closing our airspace to planes from Belarus," calling on EU airlines not to fly over the country after the "outrageous behavior" shown on Sunday.

It's not just the EU. Other major carriers including Singapore Airlines have also vowed to bypass Belarusian airspace.
There were other impliations, with Russia -- an ally of Belarus -- taking several days to grant Air France and Austrian Airlines flights to Moscow the clearance to use Russian airspace to divert around Belarus, prompting cancelations.

So how big a deal is this? Huge, say industry insiders -- big enough to have already shaken the aviation map of Europe, and big enough to have knock-on effects beyond the continent -- particularly if the situation escalates further.
If it did, passengers could see their flight times increased, a rise in fares across the networks, and even long-haul, nonstop flights needing to make refueling stops along the way...     more

May 31 - WASHINGTON — Nine state-owned enterprises in Belarus cited on a White House sanctions list include industrial plants and an oil trading platform, a Treasury spokesperson said.


President Joe Biden’s administration said Friday it was working on penalties to target Belarusian government officials over the forced landing of a Ryanair passenger jet and the arrest of a dissident journalist a week ago.

The U.S. also is reinstating sanctions against companies including Belarusian Oil Trade House and the petrochemical conglomerate Belneftekhim and its U.S. unit, the spokesperson said Sunday.

Others based in Belarus include a tire maker, a fertilizer plant and a paint manufacturer, according to a Treasury list. The sanctions will be reimposed as of Thursday, White House press secretary Jen Psaki said Friday without naming the companies,
European Union officials have signaled that sanctions against Belarus would hit economic sectors close to President Alexander Lukashenko, including the country’s potash industry. U.S. trade with Belarus amounted to only about $112 million in 2020, according to the U.S. Census Bureau.     source from

U.S. Sanctions
Belneftekhim has been subject to United States sanctions following waves of political repressions and human rights abuse by the regime of Alexander Lukashenko in Belarus.

In 2007, the U.S. Treasury has imposed sanctions against Belneftekhim and its affiliated companies because of the conglomerate "being controlled by oppressive Belarusian president Alexander Lukashenko". On 13 November 2007,[14] the United States issued sanctions on Belneftekhim for violating human rights by Alexander Lukashenko during and after 2006 Belarusian presidential election. The sanctions included asset freeze and a ban on U.S. persons transacting or doing business with Belneftekhim.[15]


In 2011, following the violent crackdown of opposition protests after the falsified 2010 Belarusian presidential election, U.S. citizens were prohibited from doing business with several companies of the Belneftekhim conglomerate: Naftan oil refinery, Grodno Azot fertilizer manufacturer, Grodno Khimvolokno fiber manufacturer and Belshina tire factory.[16]

Belneftekhim was additionally sanctioned for making several deals with Iran. In 2011, Belneftekhim's company Belorusneft was sanctioned by the United States Department of State for doing business with Iran.[17] In 2017, three USA states listed Belneftekhim in their lists of companies doing business with the Iranian Petroleum/Natural Gas, Nuclear and Military Sectors.[18] Belneftekhim is also active in EcuadorIndonesiaRussia and Venezuela.[19]

The sanctions against Belneftekhim were temporarily suspended in 2015.[20][21]

In April 2021, full-scale sanctions against Belneftekhim were renewed following brutal political repressions against the opposition after another rigged presidential election that took place in August 2020 and was accompanied by mass protests across Belarus.     from Wikipedia

Biden’s Summit with ‘Killer’ Putin

May 31 - Three months after calling Russian President Vladimir Putin a “killer,” President Biden has sought and obtained a meeting with him. White House Press Secretary Jen Psaki said that the meeting, which will take place on June 16 in Geneva, is aimed to “restore predictability and stability” to U.S.–Russian relations.

If that’s the goal, the meeting needn’t be held. If we set aside Biden’s name-calling episode in March, we can’t find any unpredictability or instability in that unfortunate relationship. Biden is enabling Putin to eat his lunch so often that Putin — like Chinese President Xi Jinping — can afford to be picky about what’s on the menu.

Alexander Grigoryevich Lukashenko or Alyaksand(а)r Ryhoravich Lukashenka[a] in Belarusian (born 31 August 1954) is a Belarusian politician who has served as the first and current president of Belarus since the establishment of the office on 20 July 1994.[3] Prior to his political career, Lukashenko worked as director of a state farm (sovkhoz), and served in the Soviet Border Troops and in the Soviet Army.

Lukashenko continued state ownership of key industries in Belarus after the dissolution of the Soviet Union and retained important Soviet-era symbolism, which can be seen in the coat of arms and national flag of Belarus, adopted following a controversial 1995 referendum, which were based on the symbols of the Byelorussian SSR. Following the same referendum, Lukashenko was given more power with the ability to dismiss the Supreme Soviet of Belarus and another referendum in 1996 allowed Lukashenko to further consolidate power. The Russian language was also given the same status as Belarusian, and economic ties with Russia were strengthened, which furthermore led to the creation of the Union State with Russia, which allows Belarusians to freely travel to, work, and study in Russia, and vice versa. However, relations with Russia have not always run smoothly under his tenure, such as during the Milk Wars.[4]

Lukashenko heads an authoritarian government and has often been referred to by media outlets as "Europe's last dictator".[5] Elections are not considered to be free and fair by international monitors, opponents of the regime are repressed, and the media is not free,[6][7] leading to sanctions on Lukashenko and other Belarusian officials being imposed.[8][9][10] His disputed victory in the country's 2020 presidential election led to widespread allegations of vote rigging, which strongly amplified anti-government protests, the largest during his rule.[11] Protesters have faced violent persecution by the authorities. A statement by the United Nations Human Rights Office on 1 September cited more than 450 documented cases of torture and ill-treatment of detainees, as well as reports of sexual abuse and rape.[12] Following the contested election, Lukashenko is not recognized by the United Kingdom, European Union and the United States as the legitimate president of Belarus.     from Wikipedia

Belarus: US draws up sanctions for ‘ongoing abuses’ after plane incident


White House says the US, the EU and other allies will target key members of President Lukashenko’s government

May 29 - The Biden administration has said it is drawing up a list of targeted sanctions against key members of the Belarusian government which forced the landing of a passenger jet and had a journalist on board arrested.

The White House spokeswoman Jen Psaki said on Friday the United States was also suspending a 2019 agreement between Washington and Minsk that allowed carriers from each country to use the other’s airspace, and taking other actions against the government of President Alexander Lukashenko.

In a statement, she called on Lukashenko to allow a credible international investigation into the events of 23 May, when the Ryanair passenger jet flying from Greece to Lithuania was forced to land in Minsk.

Belarusian authorities scrambled a fighter jet and flagged what turned out to be a false bomb alert to force the plane to land, then detained the opposition journalist who was on board, drawing condemnation from Europe and the United States.

Psaki said the United States, with the EU and other allies, was developing a list of targeted sanctions against key members of Lukashenko’s government “associated with ongoing abuses of human rights and corruption, the falsification of the 2020 election, and the events of May 23”.

The EU has said it will provide Belarus with €3bn (£2.6bn) through grants and loans if the country “changes course” in an attempt to ramp up internal pressure on Lukashenko as he met Vladimir Putin in Moscow on Friday...     more

Belarus’s forced diversion of a commercial Ryanair flight under false pretenses, traveling between two member states of the European Union, and the subsequent removal and arrest of Raman Pratasevich, a Belarusian journalist, are a direct affront to international norms. These events took place amid an escalating wave of repression by the Lukashenka regime against the aspirations of the people of Belarus for democracy and human rights. In response to the events of May 23 and the Lukashenka regime’s continuing attack on fundamental freedoms, the United States is taking the following actions:


The United States has joined the public condemnation of the events of May 23 at the United Nations (UN), the Organization for Security and Cooperation in Europe (OSCE), the International Civil Aviation Organization (ICAO), the Group of Seven (G7), and the North Atlantic Treaty Organization (NATO). We will continue to advocate at these bodies for action against the Lukashenka regime for its affront to international norms and undermining of democracy and human rights.

May 29 - The United States will renew its sanctions on nine Belarusian state-owned enterprises following the Ryanair plane incident, White House Press Secretary Jen Psaki said in a statement.

"On June 3, 2021, the United States will re-impose full blocking sanctions against nine Belarusian state-owned enterprises previously granted relief under a series of General Licenses by the Treasury Department," the statement says.
As a result of this measure, US persons will be prohibited from engaging in transactions with these entities, their property, or their interests in property.

Besides, the United States "in coordination with the EU and other partners and Allies" will develop sanctions against key Belarusian government officials whom Washington suspects of "ongoing abuses of human rights and corruption, the falsification of the 2020 election, and the events of May 23.".     source from

US ending waiver for oil production in YPG/PKK-controlled Syria: Report

May 28 - The Biden administration has chosen to end a Trump-era waiver allowing for an American company to operate in Syria's YPG/PKK-controlled oil sector, according to a report published on May 27.


Rather than renewing the license for Delta Crescent Energy to operate in the country's northeast, U.S. President Joe Biden has chosen to let it lapse in a departure from ex-President Donald Trump's policy to "keep the oil" in Syria's petroleum-rich region, The Associated Press reported.

The pledge to use "the U.S. military to facilitate Syrian oil production was deemed inappropriate" by the Biden administration, according to the AP, which based its reporting on information from an anonymous official.

Jack Dorrier, one of the oil firm's three co-founders, told the AP that Delta Crescent Energy had roughly $2 billion in contracts to sell oil from northeast Syria to international buyers that he said would benefit U.S. allies in the fight to defeat Daesh/ISIS.

He said presidential orders issued under former President Barack Obama prompted companies to apply for waivers to operate in several Syrian sectors, including oil and gas.

"If the Biden Administration chooses not to renew the OFAC license, it will be a substantial change in policy that does not support Coalition Allies who fought and died to eliminate ISIS,” Dorrier said in a statement, using an acronym to refer to the Treasury Department’s Office of Foreign Assets Control, which manages the license.

“Depriving our Allies of the opportunity for sanctions relief on critical infrastructure as laid out by the Obama administration would, in effect, turn the North and East of Syria over to Russian, Regime and Iranian forces,” he added.

The region is controlled by the YPG, the Syrian affiliate of the PKK, a designated terror group in the U.S., EU and Turkey.

The AP separately reported that the company said it has not been notified by the Treasury Department that the waiver has not been renewed.

It is unclear if it has been formally told of the decision, and an anonymous former official familiar with the matter told the AP that the Biden administration informed Delta Crescent Energy that it did not intend to renew the waiver.     source from

Biden ending Trump OK for US oil company in Syria, says official

May 28 - The Biden administration has decided it will not renew a waiver that allowed a politically connected U.S. oil company to operate in northeast Syria under President Donald Trump’s pledge to “keep the oil” produced in the region, according to a U.S. official familiar with the decision.


Treasury Department rules prohibit most U.S. companies from doing business in Syria. The waiver for Delta Crescent Energy was issued in April 2020, months after Trump announced that he wanted to keep some U.S. troops in the oil-rich region to maintain control of the oil profits.

​Trump’s “keep the oil” message was no longer U.S. foreign policy under the Biden administration, and using the U.S. military to facilitate Syrian oil production was deemed inappropriate, according to the official, who was not authorized to publicly discuss the decision and spoke on condition of anonymity.

The company was founded in 2019 by James Cain, U.S. ambassador to Denmark under President George W. Bush; James Reese, a retired Army Delta Force officer; and John Dorrier Jr., a former executive with United Kingdom-based Gulfsands Petroleum. Cain, a onetime executive with the NHL’s Carolina Hurricanes, has donated more than $30,000 to the Republican Party and GOP candidates over the years.

Northeastern Syria is the center for what remains of Syria’s oil industry. It is in shambles but remains one of the main sources of revenues for the Kurdish-led autonomous administration there.

Trump repeatedly spoke of keeping some U.S. troops in Syria to help “keep the oil” and “secure the oil,” but his aides sought to dispel the idea the United States was trying to profit from the region’s oil reserves. After DCE’s license, from the Office of Foreign Assets Control, to operate became public last August, the State Department issued a statement in which it underscored that the “United States government does not own, control, or manage the oil resources in Syria.”

Syria has strongly condemned an agreement signed between the Kurdish-led Syrian Democratic Forces (SDF) militant group and an American oil company aimed at stealing the country's oil, stressing that Damascus considers the contract null and void with no legal effect. On Sunday, Syrian Ministry of Foreign Affairs and Expatriates made the comments in a statement, carried by Syria's official news agency SANA, saying such a theft is carried out under the sponsorship and support of Washington. “Syria considers this agreement null and void, and has no legal effect while warning again that such despicable acts express the approach of those client militias, which have accepted to be a cheap puppet in the hands of the US occupation,” the statement said. On Thursday, US Secretary of State Mike Pompeo confirmed for the first time that a US oil company would begin work in SDF-controlled northeastern Syria, during his testimony to the Senate Foreign Relations Committee. “I talked to General Mazloum [Abdi] yesterday, with the SDF. Apparently they've signed a deal with an American oil company to modernize the oil fields in northeastern Syria. Are you supportive of that?” Senator Lindsay Graham asked Pompeo during the testimony, referring to the commander-in-chief of the US-backed SDF militant group. “We are,” Pompeo responded. “The deal took a little longer, Senator, than we had hoped, and now we’re in implementation.” It is, however, not clear which American company is involved in the illegal project and whether any other companies were given an exemption to US oil sanctions on the Arab country. US forces will keep control of Syrian oilfields: Pentagon The Pentagon says American forces will keep control of the oilfields in northeastern Syria to fund the Kurdish militia. Al-Monitor, citing unnamed sources, named the company in a report on Thursday as Delta Crescent Energy LLC, a corporation organized under the laws of the state of Delaware, without giving further details. Elsewhere in the statement on Sunday, the Syrian Foreign Ministry denounced the illegal agreement as an integrated and aggravated theft, describing it as a deal between thieves who are stealing and thieves who are buying.
