The US and Germany have struck a compromise over the controversial Nord Stream 2 gas pipeline, according to a joint statement. The pact comes days after Chancellor Angela Merkel's last official visit to Washington prior to leaving office this September. Officials had talked up the chances of an accord during the visit, and during Joe Biden's tour of Europe in June. The two countries agreed to support Ukraine and to sanction Russia if it tries to use energy supplies for gaining geopolitical leverage. "The United States and Germany are united in their determination to hold Russia to account for its aggression and malign activities by imposing costs via sanctions and other tools," the statement read. "Should Russia attempt to use energy as a weapon or commit further aggressive acts against Ukraine, Germany will take action at the national level and press for effective measures at the European level, including sanctions, to limit Russian export capabilities to Europe in the energy sector, including gas, and/or in other economically relevant sectors," it said. As part of the deal, Germany agreed to make investments into Ukraine and to actively ensure Moscow and Kyiv extend a gas transit agreement. Additionally, Germany and the US would invest $1 billion (€0.85 billion) in a "Green Fund" to foster Ukrainian green-tech infrastructure, encompassing renewable energy and related industries, with the goal of improving Ukraine's energy independence.
The US says it has reached a deal with Germany to prevent Russia from using its Nord Stream 2 gas pipeline as political leverage over Europe.
Jul 22 - The near-complete 1,230km (764 miles) pipeline under the Baltic Sea will double Russian gas exports to Germany.
US official Victoria Nuland said it was "a bad pipeline", but said the deal envisaged sanctions against Moscow if it tried to blackmail Ukraine.
Ukraine says the Nord Stream 2 pipeline threatens its security.
The country has been fighting Russian-backed separatists in the east since 2014. Russia also annexed the Crimea peninsula from Ukraine in 2014. Kyiv fears a full-scale Russian invasion once Nord Stream 2 is fully operational.
Ukraine also stands to lose about $3bn (£2.2bn) a year in gas transit fees.
Poland is also opposing the pipeline, which runs from Vyborg in Russia under the Baltic Sea to Lubmin in Germany. Poland says the $10bn project threatens the security of central and eastern Europe.
Russia denies this and describes the project as commercially beneficial for all involved.
Under the terms of the US-German deal, Ukraine will get $50 million in green energy technology credits and a guarantee of repayment for gas transit fees it will lose by being bypassed by the pipeline through 2024, according to the Associated Press.
In May, US President Joe Biden's administration waived sanctions on a company building the pipeline, despite a strong opposition from Republican lawmakers.
Mr Biden's White House opposes the pipeline, but analysts say he is reluctant to risk a transatlantic rift with Germany at a time when he has been trying to reach out to European allies.
Like its already operational twin Nord Stream, the new pipeline will have the capacity of 55bn cubic metres of gas per year to Europe. source from
On January 24, 2018, the Washington Post published an interview with Nuland where she opined on the work of President Trump and Secretary of State Rex Tillerson. She described an exodus of career foreign service officials and dysfunction within the State Department, and stated that the American judiciary and media were under assault. Nuland also decried a trend towards American isolationism stating: "When we withdraw and say it's every nation for itself, you open the door for countries dissatisfied with their territorial position and influence in the international system — or with the system itself." She encouraged whole-government responses to international issues stating, "Military leaders would be the first to say military solutions alone result in more and longer military entanglements. The role of American diplomats and political leaders is to work concurrently with the military to bring to bear all of the political tools we have."[38]
In January 2018, the Trump administration began new high-level engagements with Russian government officials by scheduling a meeting between Russia's top general Valery Gerasimov and the NATO Supreme Allied Commander Europe, General Curtis Scaparrotti. Nuland stated, "These channels are especially vital at a time when relations at the leader level are so unpredictable." She said Scaparrotti was "uniquely positioned" to address concerns about Russia's "ongoing military role in Ukraine, its INF treaty violations, its active measures to undermine Transatlantic democracies and the other strategic tensions that are driving the US and its allies to take stronger deterrent measures." from Wikipedia
Jul 22 - ...Biden’s approach to Ukraine is also a sensitive political subject. Former President Donald Trump’s attempt to pressure Zelenskyy to dig up dirt on Biden and his son led to Trump’s first impeachment. He was later acquitted by the Senate.
Nord Stream 2 has been a topic of intense debate between U.S. and German officials for some time and it was a major agenda item during Biden’s meeting with Merkel last week. Like the Trump administration before it, the Biden administration regards the pipeline as a threat to European energy security and has imposed sanctions on some of those involved in building it.
Nuland said the U.S. continues to oppose the pipeline but said Biden had waived sanctions against the German company constructing the pipeline and its top executives because the penalties would have been counterproductive to broader U.S. interests.
She and others have defended the waivers, saying they can be rescinded at any time and that threat actually gives the U.S. more leverage. Biden administration officials have said repeatedly that the pipeline was a foregone conclusion by the time the president took office. That argument has been scoffed at by pipeline opponents. quoted from
U.S., Germany agreement on Nord Stream 2: Text is published
If Russia tries to use energy as a weapon and makes further aggressive actions against Ukraine, Germany, and the EU will introduce restrictions for the export of Russian energy source materials, including gas
Jul 22 - The U.S. and Germany made a joint statement on the support of Ukraine, European energy security, and its climate goals on the results of the talks on prospects of the launching of the Russian Nord Stream 2 gas pipeline as the German Foreign Ministry reported.
“The United States and Germany are united in their determination to hold Russia to account for its aggression and malign activities by imposing costs via sanctions and other tools. We commit to working together via the newly established U.S.-EU High Level Dialogue on Russia, and via bilateral channels, to ensure the United States and the EU remain prepared, including with appropriate tools and mechanisms, to respond together to Russian aggression and malign activities, including Russian efforts to use energy as a weapon,” the message says.
It is noted that if Russia tries to use energy as a weapon and makes further aggressive actions against Ukraine, Germany will act at the national level and urge the EU to assume effective measures, including sanctions to restrict the Russian possibilities of export to Europe in the energy sector, including gas, and assume effective measures in other significant economic areas.
It aims to prevent the use of any pipelines, including the Nord Stream 2, by Russia for the achievement of aggressive political aims, using energy as a weapon.
Earlier, it was reported that the U.S. and Germany are about to make a deal on Nord Stream 2, which can foresee sanctions and other measures against Russia if it tries to use energy as a weapon against Ukraine.
On June 4, President of Russia Vladimir Putin stated that the laying of the first line of the Nord Stream 2 was finished.
Meanwhile, German government spokesman Steffen Seibert stated that it is extremely important for Berlin to maintain Ukraine's status as a gas transit country even after Nord Stream 2 is put into operation.
Earlier, Dmytro Kuleba stated that Ukraine is ready to negotiate compensation for the loss of cash proceeds from gas transit after the launch of the Nord Stream 2 gas pipeline.
US Secretary of State Anthony Blinken assured that Washington together with Berlin are working to prevent Russia from using the Nord Stream 2 gas pipeline as a coercive tool against Ukraine and other Eastern European countries.
